Reappropriates $50,000 from Act 188 of 2013 for personal services and operating expenses for staffing and implementing a Hot Line for reporting and data collection in the Office of Attorney General, effective July 1, 2014.

Reappropriates $5,000 from Act 188 of 2013 for payment of consultants, expert witnesses, attorney fees, or other costs related to investigating and pursuing the end of the Pulaski County Desegregation Case, effective July 1, 2014.

Prohibits contracts or obligations in excess of State Treasury funds actually available, but allows the Office of Attorney General to accept grants, donations, Federal funds, and unobligated cash income to supplement appropriations.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in disbursement of funds.

Declares an emergency effective July 1, 2014 due to constitutional restrictions on appropriations for more than one year and the necessity for immediate agency operations.
