Reappropriates $8,500,000 from Act 261 of 2013 to the Office of Health Information Technology (OHIT) effective July 1, 2014, for personal services, operating expenses, the State Health Alliance for Records Exchange (SHARE), and grants to rural or critical access hospitals.

Reappropriates $10,000,000 from Act 1235 of 2013 effective July 1, 2014, for grants to increase adoption of electronic health records, improve patient care outcomes, reduce costs, and enhance health information exchange efficiency.

Prohibits contracts or obligations from exceeding available State Treasury funds, but allows institutions to supplement with grants, donations, Federal funds, and unobligated cash income for project financing.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in disbursement of funds.

Declares an emergency effective July 1, 2014, to ensure immediate funding for the agency's operation and essential governmental programs.
