Reappropriates capital improvement appropriation balances from 2013 acts to the Department of Human Services, effective July 1, 2014, from the General Improvement Fund

Allocates funds across multiple DHS divisions for grants and projects including homeless shelters ($3.25 million), hunger relief services ($575,000), domestic violence shelters ($2 million), senior centers ($4.305 million), and behavioral health services ($16.856 million)

Appropriates $300 million for Arkansas Medicaid Program grant payments and $3.359 million for Division of Medical Services reimbursements to regional hospitals

Reappropriates $1.668 million for SNAP system replacement in Division of County Operations

Establishes July 1, 2014 effective date with emergency clause and requires compliance with State Purchasing Law and fiscal control regulations
