Reappropriates balance of capital improvement appropriations to the Department of Parks and Tourism from the General Improvement Fund totaling $15,570,000, effective July 1, 2014, for maintenance, renovation, construction, and repair projects for state-owned facilities and the National U.S. Marshal Museum in Fort Smith.

Reappropriates $5,222.18 in federal funds effective July 1, 2014, for construction of Mississippi River State Park facilities ($5,182) and Airport Infrastructure improvements at Petit Jean State Park ($40,010).

Reappropriates $5,297,651 from the Arkansas Natural and Cultural Resources Grant and Trust Fund effective July 1, 2014, for grants related to acquisition, management, and preservation of state-owned lands and historic sites.

Requires all contracts and obligations comply with available State Treasury funds and applicable state purchasing, accounting, budgetary, and fiscal control laws unless otherwise provided by law.

Declares an emergency effective July 1, 2014, stating the reappropriations are essential to agency operations and compliance with the Arkansas Constitution's one-year appropriations limit.
