Reappropriates $24,000 from the balance of Act 203 of 2013 to the Parole Board for personal services and operations expenses related to the Online Parole Hearing Decision Search Application, effective July 1, 2014.

Funds will be paid from the General Improvement Fund or its successor fund accounts.

Prohibits contract awards or obligations exceeding available State Treasury funds, but allows institutions to supplement with grants, donations, Federal funds, and unobligated cash income.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and Department of Finance and Administration regulations in fund disbursement.

Declares an emergency effective July 1, 2014, citing the Arkansas Constitution's one-year appropriation limit and the essential need for agency operations.
