Reappropriates the balance of capital improvement appropriations from Act 1312 of 2013 to the Arkansas Public Defender Commission, not to exceed $2,500,000, effective July 1, 2014.

Designated funds are for expenses related to resentencing of juveniles sentenced to mandatory life without parole.

Funding comes from the General Improvement Fund or its successor fund accounts.

Prohibits use of Maintenance and General Operations funds for these appropriated purposes and requires strict compliance with state purchasing, accounting, budgetary, and fiscal control laws.

Declares an emergency effective July 1, 2014, stating the Arkansas Constitution limits appropriations to one-year periods and delay would harm agency operations.
