Reappropriates unspent balances from prior appropriations to the Department of Career Education - Arkansas Rehabilitation Services for capital improvement projects at the Arkansas Career Training Institute, effective July 1, 2014.

Section 1 appropriates $1,214,100 in General Improvement Fund balances for water system maintenance ($739,110), Armory improvements ($325,890), and facility repairs ($149,100).

Section 2 appropriates $4,485,900 in federal funds for the same three project categories: water system ($2,730,890), Armory ($1,204,110), and facility maintenance ($550,900).

Section 3 appropriates an additional $500,000 in General Improvement Fund balances from Act 635 of 2013 for various maintenance, renovation, and repair of the Arkansas Career Training Institute facility.

Agencies may supplement appropriated funds with grants, donations, and federal funds but may not use maintenance and general operations funds for these capital projects; all spending must comply with state purchasing and fiscal control laws.
