Reappropriates balances of capital improvement appropriations to the Secretary of State from Act 194 of 2013 for 15 State Capitol building projects effective July 1, 2014, including HVAC upgrades ($4,905,900), rotunda repairs ($989,622), roof and window repairs ($937,103), and various other maintenance and infrastructure improvements totaling approximately $10.6 million.

Reappropriates balances for two Arkansas Fallen Firefighters' Memorial projects on State Capitol grounds from Act 283 of 2013, totaling $54,948 effective July 1, 2014.

Reappropriates $777,030 from the Arkansas Natural and Cultural Resources Grant and Trust Fund from Act 932 of 2013 for grants related to acquisition, management, stewardship or preservation of state-owned lands and historic sites effective July 1, 2014.

Requires compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other fiscal control laws; permits agencies to supplement with grants, donations, Federal funds, and unobligated cash income.

Declares an emergency effective July 1, 2014, citing the Arkansas Constitution's one-year appropriation limit and the necessity for immediate agency operation.
