• Reappropriates balances of capital improvement appropriations from 2013 acts to the Department of Rural Services, effective July 1, 2014, from the General Improvement Fund.

• Allocates funds across 43 separate appropriation items (labeled A through KK) totaling approximately $19.9 million for grants to counties, municipalities, fire departments, and eligible entities for infrastructure projects, community improvements, and emergency services.
