Reappropriates unexpended balances from four prior appropriations to the Department of Veterans' Affairs, effective July 1, 2014, including $109,510 for North Little Rock Cemetery equipment, $450,018 for Administrative Office Building construction, $7,500,000 for Veterans' Home development, and $1,000,000 for veterans services.

Appropriates $100,000 from cash funds for evacuation sleds at the Fayetteville Veterans' Home and $7,000,000 from cash funds for Veterans' Home land acquisition and construction.

Appropriates $14,000,000 in federal funds for Veterans' Home land acquisition, improvements, construction, maintenance, equipment and furnishings.

Restricts fund usage to State Treasury amounts available unless supplemented by grants, donations, federal funds, or agency cash income, and requires compliance with state purchasing, accounting, budgeting, and fiscal control laws.

Declares an emergency effective July 1, 2014, citing constitutional restrictions on multi-year appropriations and the essential need for agency operation.
