Reappropriates up to $10,000,000 in federal funds to the Arkansas Waterways Commission for twelve-foot channel certification on the Arkansas River, effective July 1, 2014.

Reappropriates up to $10,000,000 in cash funds to the Arkansas Waterways Commission for the same twelve-foot channel certification project on the Arkansas River, effective July 1, 2014.

Prohibits contract awards or obligations exceeding available State Treasury funds, but authorizes the Commission to accept and use grants, donations, Federal funds, and unobligated cash income to supplement appropriations.

Requires all disbursement of funds to comply with applicable State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and Department of Finance and Administration regulations.

Declares an emergency clause effective July 1, 2014, citing the constitutional prohibition on appropriations exceeding one year and the essential need for immediate implementation.
