Appropriates $17,074,202 from the State Central Services Fund to the Bureau of Legislative Research and Legislative Council for fiscal year 2014-2015, including $9,914,663 for regular salaries, $2,810,419 for personal services matching, and $2,133,686 for operating expenses.

Authorizes a maximum of 129 regular full-time employees for the Bureau of Legislative Research, including 1 Director at $158,002 annually and 3 Assistant Directors at $152,615 annually, with remaining positions organized by grade classification.

Authorizes up to 31 temporary or part-time "Extra Help" employees at rates not exceeding those provided in the Uniform Classification and Compensation Act.

Appropriates $271,060 for interim committee study expenses, $1,696,396 for interim committee per diem and travel expenses, and $65,806 for Energy Council member expenses.

Reappropriates up to $2,000,000 from unspent balances of the prior fiscal year appropriation and grants the Bureau Director authority to transfer funds between line items as needed, effective July 1, 2014 through June 30, 2015.
