Appropriates $62,446 from the Arkansas Home Inspectors Registration Fund for personal services and operating expenses of the Arkansas Home Inspector Registration Board for fiscal year 2014-2015, including $37,332 for regular salaries, $13,114 for personal services matching, and $12,000 for maintenance and operation expenses.

Authorizes one full-time Executive Director position (Grade C120) for the Arkansas Home Inspector Registration Board.

Appropriates an additional $25,000 from the Arkansas Home Inspectors Registration Fund for research, procurement, and implementation of a public awareness campaign for the fiscal year ending June 30, 2015.

Requires all disbursements to comply with the State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, Regular Salary Procedures and Restrictions Act, and other applicable fiscal control laws and Department of Finance and Administration regulations.

Declares an emergency clause making the act effective July 1, 2014, citing the constitutional prohibition on appropriations exceeding one year and the necessity for immediate agency operations.
