Appropriates $27,586 to the Arkansas Board of Hearing Instrument Dispensers for fiscal year 2014-2015, including $14,000 for extra help, $1,071 for personal services matching, and $12,515 for maintenance and general operations.

Authorizes one (1) temporary or part-time employee for the Board, compensated at rates established by the Uniform Classification and Compensation Act.

Exempts the Board of Hearing Instrument Dispensers from Arkansas Building Authority leasing jurisdiction and procedures under Arkansas Code 22-2-114 from July 1, 2014 through June 30, 2015.

Requires the Board to request legal services from the Attorney General before hiring private attorneys, unless the Attorney General certifies insufficient personnel are available and consents in writing to private counsel employment.

Takes effect July 1, 2014 as an emergency measure necessary for the agency's operation, with funds subject to state procurement, accounting, budgetary, and fiscal control laws.
