Establishes 5 maximum regular employees for the Arkansas Department of Aeronautics for fiscal year 2014-2015, including an Aeronautics Director at $94,184 annual salary and positions for an Assistant Director, Engineer, Grants Coordinator, and Executive Assistant

Appropriates $15,623,559 from the Department of Aeronautics Fund for personal services and operating expenses, including $308,675 in regular salaries, $92,355 in personal services matching, and $15,000,000 in grants to cities and counties

Appropriates an additional $12,000,000 in federal funds for grants to cities and counties by the Department of Aeronautics for fiscal year 2014-2015

Requires all fund disbursements to comply with state procurement law, accounting procedures, revenue stabilization law, salary procedures restrictions, and other applicable fiscal control laws

Declares an emergency clause making the act effective July 1, 2014, to ensure continuous operation of the agency
