Reappropriates up to $10,000 in unexpended capital improvement funds from Act 690 of 2013 to the Bureau of Legislative Research for the Vision 2025 Legislative Commission on the future of Higher Education, effective July 1, 2014.

Prohibits contracts or obligations exceeding available State Treasury funds, but permits agencies to supplement with grants, donations, Federal funds, and unobligated cash income.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and Department of Finance and Administration regulations in fund disbursement.

Declares an emergency clause making the act effective July 1, 2014, citing constitutional restrictions on appropriations exceeding one-year periods and the need for immediate agency operation.
