Establishes a maximum of 12 regular employees for the Office of the Prosecutor Coordinator for fiscal year 2014-2015, including one Prosecutor Coordinator at $103,523 annually and positions ranging from Deputy Prosecutor Coordinator to Administrative Specialist III.

Appropriates $1,023,509 from the State Central Services Fund for personal services and operating expenses, including $677,117 for regular salaries, $219,856 for personal services matching, and $126,536 for maintenance, general operations, conferences, and travel.

Appropriates $70,660 from the Law Enforcement and Prosecutor Drug Enforcement Training Fund for law enforcement and prosecutorial drug enforcement training programs.

Requires all fund disbursements to comply with state procurement, accounting, budgetary procedures, revenue stabilization, and other applicable fiscal control laws and regulations.

Declares an emergency effective July 1, 2014, to ensure the agency's continued operation and prevent irreparable harm to essential governmental programs.
