Establishes maximum of 7 regular employees for the Arkansas Geographic Information Office for fiscal year 2014-2015, including a State Geographic Info Officer, GIS Lead, 2 Senior GIS Analysts, 2 GIS Analysts, and 1 Administrative Specialist II.

Authorizes up to 2 part-time or temporary employees ("Extra Help") at rates not to exceed those provided in the Uniform Classification and Compensation Act.

Appropriates $812,833 from the Miscellaneous Agencies Fund Account for personal services and operating expenses, including $445,781 for regular salaries, $6,000 for extra help, and $132,752 for personal services matching.

Appropriates $250,000 from the Geographic Information Systems Fund for Geostor and framework spatial data infrastructure and $1,333,300 for the Statewide Parcel Mapping Grant Program expenses.

Declares an emergency effective July 1, 2014 to ensure immediate agency operation and compliance with constitutional one-year appropriation requirements.
