Establishes maximum of 3 regular employees for the Capitol Zoning District Commission for fiscal year 2014-2015: one administrator (Grade N901), one planning and preservation director (Grade C117), and one administrative analyst (Grade C115)

Authorizes up to one temporary or part-time employee ("Extra Help") at pay rates not to exceed those in the Uniform Classification and Compensation Act

Appropriates $204,724 from the Miscellaneous Agencies Fund Account, including $137,022 for regular salaries, $938 for extra help, $44,291 for personal services matching, and $22,473 for operating expenses

Requires all fund disbursements to comply with State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, Regular Salary Procedures and Restrictions Act, and other applicable fiscal control laws

Declares an emergency effective July 1, 2014, stating the appropriation is essential for agency operation and necessary for immediate preservation of public peace, health, and safety
