Establishes a maximum of 3 regular employees for the State Board of Embalmers and Funeral Directors for fiscal year 2014-2015: one Investigator (Grade C118), one Inspector (Grade C116), and one Fiscal Support Specialist (Grade C112)

Appropriates $209,607 for the board's fiscal year 2014-2015, including $97,447 in regular salaries, $35,606 in personal services matching, and $76,554 in maintenance and general operations

Requires the Burial Association Board Executive Secretary and Administrative Specialist III to also handle administrative activities for the State Board of Embalmers and Funeral Directors, with the board paying one-half of their salaries via fund transfer in the first quarter of each fiscal year

Prohibits use of appropriated funds for attorney services unless the Attorney General first certifies in writing that legal services are needed and consents to the employment arrangement

Declares an emergency effective July 1, 2014 to ensure the agency's immediate operation and compliance with state constitutional requirements regarding annual appropriations
