Establishes a maximum of 9 regular employees for the Arkansas Ethics Commission for fiscal year 2014-2015, including one director at $98,229 annually and various specialist positions at grade-based salary levels.

Authorizes up to 2 part-time or temporary "Extra Help" employees at rates not to exceed those provided in the Uniform Classification and Compensation Act.

Appropriates $729,584 from the Miscellaneous Agencies Fund Account, comprising $485,273 for regular salaries, $1,500 for extra help, $150,913 for personal services matching, $88,898 for operating expenses, and $3,000 for conferences and travel.

Requires all fund disbursements to comply with state procurement law, budgetary procedures, revenue stabilization law, and other fiscal control laws as promulgated by the Department of Finance and Administration.

Declares an emergency effective July 1, 2014, stating that the appropriations are essential to the agency's operations.
