Appropriates $500,000 to the Office of the Governor from the Miscellaneous Revolving Fund for fiscal year 2014-2015 to address public emergencies under Arkansas Code 19-2-404.

Requires all fund disbursements to comply with the State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, Regular Salary Procedures and Restrictions Act, and Department of Finance and Administration regulations.

Establishes legislative intent that funds be used in compliance with stated reasons documented in budget manuals, letters, and official minutes of the Arkansas Legislative Council or Joint Budget Committee.

Declares an emergency effective July 1, 2014, citing Arkansas constitutional prohibition on appropriations exceeding one year and necessity for immediate agency operation.
