Establishes a maximum of 4 regular employees for the Office of Lieutenant Governor in fiscal year 2014-2015, including a Chief of Staff ($76,920), Communications Director ($58,935), Executive Assistant ($52,791), and Government Relations/Constitutional Services Director ($52,791)

Authorizes up to 3 part-time or temporary "Extra Help" employees at rates of pay not to exceed those provided in the Uniform Classification and Compensation Act

Appropriates a total of $398,405 from the State Central Services Fund for fiscal year 2014-2015, comprised of $241,437 for regular salaries, $10,000 for extra help, $80,914 for personal services matching, and $67,054 for maintenance and general operations

Permits the Office of Lieutenant Governor to transfer appropriations between line items with approval from the Chief Fiscal Officer and prior review by the Arkansas Legislative Council, effective July 1, 2014 through June 30, 2015

Declares an emergency clause making the act effective July 1, 2014, citing constitutional restrictions on appropriations and the need for continuous agency operations
