Appropriates $681,068 to the Judicial Discipline and Disability Commission for fiscal year 2014-2015, payable from the Miscellaneous Agencies Fund Account.

Authorizes maximum of 6 employees including an Executive Director ($106,335), Deputy Executive Director, Fiscal Manager, Investigator, Paralegal, and Legal/Admin Secretary.

Limits contractual services for attorney representation to no more than 85% of Professional Fees funds, and prohibits expenditure for such services until the Attorney General determines the services cannot be provided by his office.

Requires all fund disbursement to comply with State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws.

Declares emergency effective July 1, 2014, citing constitutional prohibition on appropriations exceeding one year and necessity for immediate agency operation.
