Establishes maximum of 194 regular employees for College of The Ouachitas for fiscal year 2014-2015, including 12 administrative positions with salaries ranging from $67,096 to $150,076, classified positions at various grade levels, and academic positions including 42 faculty members and 76 part-time faculty.

Authorizes up to 60 temporary or part-time "Extra Help" employees at rates not to exceed those in the Uniform Classification and Compensation Act.

Appropriates $4,721,813 from state operations funds for regular salaries ($2,954,682), personal services matching ($782,702), and maintenance and general operation expenses ($984,429).

Appropriates $9,062,625 from cash funds for regular salaries ($2,510,145), extra help ($784,123), personal services matching ($1,400,000), maintenance and general operations ($2,642,147), capital improvements ($400,000), and fund transfers ($200,000).

Requires College of The Ouachitas to limit Clark County offerings to non-academic technical courses not offered at Henderson State University and to establish physical presence only in partnership with Henderson State University's Community Education Center; provisions effective July 1, 2014 through June 30, 2015.
