Reappropriates $100,000 effective July 1, 2014, for the Multiyear Registration Pilot Program to cover computer maintenance, operations, upgrades, software, hardware, and custom programming changes.

Reappropriates $2,000 effective July 1, 2014, as a grant to the Department of Human Services for county hospital repairs, technology, training, and infrastructure needs.

Prohibits contracts or obligations from exceeding available State Treasury funds, but allows agencies to supplement with grants, donations, Federal funds, and unobligated cash income.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in fund disbursement.

Declares an emergency effective July 1, 2014, stating that delayed implementation would cause irreparable harm to agency operations and essential governmental programs.
