Establishes maximum of 146 regular employees for the Workers' Compensation Commission for fiscal year 2014-2015, with the WCC Chairman earning $129,265 and other positions ranging from administrative law judges to administrative specialists.

Authorizes up to 2 temporary or part-time "Extra Help" employees at rates not exceeding the Uniform Classification and Compensation Act.

Appropriates $28,041,892 from the Workers' Compensation Fund for personal services, operating expenses, investments ($15,000,000), and computer software/hardware.

Appropriates $158,750,000 from the Death and Permanent Total Disability Trust Fund for refunds, death and total disability claims ($21,000,000), and investments ($137,000,000).

Appropriates $7,250,000 from the Second Injury Trust Fund for refunds and claims, $140,000 for seminars and educational expenses, and $105,450 for building repairs and maintenance; Act effective July 1, 2014.
