Establishes maximum of 15 regular employees for the Arkansas Real Estate Commission for fiscal year 2014-2015, with the Executive Director position set at $96,142 annual salary and other positions assigned to various grade levels (C109-C126).

Authorizes up to 4 part-time or temporary "Extra Help" employees to be hired as needed at rates not exceeding those provided in the Uniform Classification and Compensation Act.

Appropriates $1,312,803 for operations including $627,878 for regular salaries, $211,590 for personal services matching, $397,744 for operating expenses, $16,662 for conferences and travel, and $32,929 for professional fees.

Appropriates $352,500 for the Real Estate Recovery Cash Fund consisting of $250,000 for damage payments and $102,500 for education.

Requires Attorney General approval before the Commission employs legal counsel and mandates compliance with state procurement, accounting, budgetary, and fiscal control laws in disbursement of funds; effective July 1, 2014.
