Establishes 7 maximum regular employees for the Liquefied Petroleum Gas Board for fiscal year 2014-2015, including 1 director, 4 inspectors, 1 fiscal support specialist, and 1 administrative specialist II.

Authorizes 1 temporary or part-time employee ("Extra Help") at rates not to exceed those provided in the Uniform Classification and Compensation Act.

Appropriates $653,257 from the Liquefied Petroleum Gas Fund, including $291,347 for regular salaries, $8,300 for extra help, $98,960 for personal services matching, and $254,650 for maintenance, operations, conferences, travel, professional fees, and capital outlay.

Requires disbursement of funds to comply with state procurement law, accounting procedures, revenue stabilization law, and other fiscal control laws administered by the Department of Finance and Administration.

Makes the act effective July 1, 2014 under emergency clause, citing the state constitution's prohibition on appropriations exceeding one year.
