Appropriates $120,000 to the University of Arkansas System from the Miscellaneous Agencies Fund Account for personal services, operating expenses, and reimbursement of housing and support costs for the Center for the Advancement of Leadership Skills for fiscal year ending June 30, 2015.

Requires disbursement of funds to comply with state procurement law, accounting procedures, revenue stabilization law, salary procedures, higher education expenditure restrictions, and other applicable fiscal control laws and Department of Finance and Administration regulations.

Establishes legislative intent that funds be disbursed in compliance with stated reasons for adoption as evidenced in budget manuals, letters, and official minutes of the Arkansas Legislative Council or Joint Budget Committee.

Declares an emergency effective July 1, 2014, citing constitutional prohibition on appropriations longer than one year and the need to ensure immediate agency operations.
