Establishes maximum of 272 regular employees for UACCB for fiscal year 2014-2015, including administrative, classified, and academic positions with specified salary ranges.

Authorizes up to 100 temporary or part-time "Extra Help" employees paid from state operations funds at rates not exceeding the Uniform Classification and Compensation Act.

Appropriates $5,891,962 from state operations fund for personal services, including $5,041,962 for regular salaries, $100,000 for extra help, and $750,000 for personal services matching.

Appropriates $45,285,000 from cash funds for personal services and operating expenses, including $7,300,000 for regular salaries, $3,900,000 for personal services matching, $9,200,000 for operating expenses, and $10,200,000 for capital outlay.

Declares an emergency clause making the act effective July 1, 2014, to ensure continuous operation of the college and compliance with Arkansas constitutional restrictions on appropriation periods.
