Appropriates $2,500,000 from the Miscellaneous Agencies Fund Account to the Arkansas State Highway and Transportation Department for road and bridge repair, maintenance, and grants to political subdivisions for damages caused by trucks and heavy equipment used in natural gas extraction.

Appropriates $350,000 for the Public Transportation Program to provide project applications, program development, and matching funds for U.S. Department of Transportation grants benefiting transportation-dependent persons in rural and urban areas.

Appropriates $4,000 for operating expenses of the National Oceanic and Atmospheric Administration (NOAA) Weather Warning Radio System.

Restricts the $2.5 million road and bridge appropriation exclusively for damage caused by natural gas drilling operations and prohibits equal distribution requirements across cities, counties, or other political subdivisions.

Permits unexpended funds from the road and bridge appropriation to carry forward to the next fiscal year upon written justification submitted to the Department of Finance and Administration by June 30, 2015, with reporting requirements to the Arkansas Legislative Council.
