Establishes a maximum of 144 regular employees for the State Crime Laboratory for fiscal year 2014-2015, including 1 Executive Director ($102,659), 1 Assistant Director ($77,566), 75 Forensic Scientists, and 23 Forensic Technicians among other positions.

Appropriates $10,154,264 from the Miscellaneous Agencies Fund Account for State Crime Laboratory operations, including $6,169,515 for regular salaries and $1,910,608 for personal services matching.

Appropriates $2,084,414 from the DNA Detection Fund for DNA Section operations, including $828,416 for regular salaries and $960,520 for operating expenses.

Appropriates $750,000 from the Crime Lab Equipment Fund for purchase and replacement of crime laboratory equipment.

Appropriates $2,641,325 from federal funds for personal services and operating expenses, including $331,637 for regular salaries and $1,000,000 for capital outlay.

Makes the act effective July 1, 2014 as an emergency measure necessary for continued agency operations.
