• Appropriates $3,487,740 from the Miscellaneous Agencies Fund Account for the Arkansas Commission on Law Enforcement Standards and Training (CLEST) for personal services and operating expenses for fiscal year 2014-2015.

• Establishes maximum of 56 regular employees including 1 CLEST Director at $85,907 annually, 3 training supervisors, 13 training instructors, and various support staff positions.

• Appropriates $620,000 from cash funds for Special Training operating expenses, $131,656 for 911 Training & Education, $339,615 from Attorney General funding for facility repairs and upgrades, and $25,000 from the Fallen Law Enforcement Officers' Beneficiary Fund.

• Permits carry-forward of unexpended Capital Outlay funds from fiscal year 2015 to fiscal year 2016, with written justification required to the Department of Finance and Administration.

• Effective July 1, 2014, with emergency clause declaring immediate implementation necessary for agency operations.
