Reappropriates up to $750,000 from Act 191 of 2013 for the Department of Finance and Administration - Management Services Division to purchase, renovate, and equip the marketing and redistribution warehouse expansion, effective July 1, 2014

Reappropriates up to $1,500,000 from Act 191 of 2013 for implementation of and contractual services for the SAP Employee Self Service (ESS) Time Entry and Approval and Leave Request module, effective July 1, 2014

Requires all contract awards and obligations to comply with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws

Directs that disbursed funds must comply with stated reasons for the act as documented in budget manuals, agency requests, executive and legislative recommendations, and official legislative minutes

Declares an emergency effective July 1, 2014, finding that delayed implementation could harm proper administration of essential governmental programs
