Appropriates $2,676,028 to the Arkansas Public Defender Commission - State Operations for fiscal year 2014-2015, including $1,133,419 for regular salaries and $925,000 for professional fees.

Appropriates $21,016,743 to the Trial Public Defender Office for fiscal year 2014-2015, including $14,305,142 for regular salaries, $750,000 for professional fees, and $770,000 for Public Defender Commission programs.

Appropriates $89,962 to the Ombudsman Program for fiscal year 2014-2015 for personal services and matching costs.

Authorizes up to 18 employees for State Operations, 225 employees for Trial Public Defender Office, and 1 employee for the Ombudsman Program.

Establishes special provisions for court fees collection, bail bond fee distribution to counties, dependency-neglect appeals procedures, and requirements for retained counsel certification through July 1, 2014 through June 30, 2015.
