Establishes a maximum of 1 regular full-time employee position (Executive Director, Grade C115) for the Arkansas Social Work Licensing Board for fiscal year 2014-2015.

Authorizes up to 1 part-time or temporary employee ("Extra Help") at pay rates not to exceed those provided in the Uniform Classification and Compensation Act.

Appropriates $167,692 from the Social Work Licensing Fund, including $54,782 for regular salaries, $13,000 for extra help, $16,635 for personal services matching, and $82,775 for operating expenses, conferences, travel, and professional fees.

Requires compliance with State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other fiscal control laws in disbursement of funds.

Declares an emergency effective date of July 1, 2014, citing the Constitutional requirement that appropriations cover only one year and the essential need for immediate agency operation.
