Establishes a maximum of 5 regular employees for the Arkansas Towing and Recovery Board for fiscal year 2014-2015, including 1 director (Grade C115), 3 investigators (Grade C113), and 1 administrative specialist (Grade C106).

Authorizes up to 1 temporary or part-time employee ("Extra Help") at rates not to exceed those in the Uniform Classification and Compensation Act.

Appropriates $256,798 in cash funds for the board's operations, including $143,169 for regular salaries, $10,000 for extra help, $49,305 for personal services matching, $47,124 for operating expenses, and $7,200 for professional fees.

Requires the board to request legal services from the Attorney General first; the board may only employ outside legal counsel if the Attorney General certifies insufficient personnel and consents in writing.

Declares an emergency effective July 1, 2014, to ensure continuity of the agency's operations and compliance with Arkansas constitutional requirements for annual appropriations.
