Establishes maximum of 24 regular employees for the Parole Board for fiscal year 2014-2015, including 1 chairman, 6 board members, 3 revocation hearing judges, and 14 support staff positions.

Appropriates $2,169,638 from the Miscellaneous Agencies Fund Account for Parole Board operations, including $1,422,864 for regular salaries, $440,238 for personal services matching, and $306,536 for maintenance, general operations, conferences, travel, and professional fees.

Authorizes the Department of Correction and Department of Community Correction to provide services, furnishings, equipment, and office space to assist the Parole Board, effective July 1, 2014 through June 30, 2015.

Requires all fund disbursements to comply with State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable state fiscal control laws and Department of Finance and Administration regulations.

Declares an emergency effective July 1, 2014, stating the appropriations are essential to agency operations and the Constitution prohibits appropriations for more than one year.
