Appropriates $260,130 in cash funds to the Arkansas State Board of Physical Therapy for fiscal year 2014-2015, including $90,914 for regular salaries, $5,000 for extra help, and $29,894 for personal services matching.

Establishes a maximum of 2 regular employees: a Physical Therapy Board Executive Director (Grade C120) and an Administrative Specialist III (Grade C112).

Authorizes up to 1 part-time or temporary employee ("Extra Help") at rates not exceeding those in the Uniform Classification and Compensation Act.

Allocates $25,000 of the $41,000 professional fees appropriation for contracting an independent or private investigator, with a prohibition on board members conducting investigations.

Requires the board to request legal services from the Arkansas Attorney General before employing private attorneys, unless the Attorney General certifies insufficient personnel availability and consents to private counsel employment.

Takes effect July 1, 2014 under emergency clause provisions.
