Reappropriates up to $10,000,000 in remaining General Improvement Fund balances from Act 1443 of 2013 to the Department of Finance and Administration - Management Services Division for teacher health insurance benefits, effective July 1, 2014.

Prohibits contracts or obligations exceeding State Treasury funds actually available, though agencies may supplement with federal funds, grants, donations, and unobligated cash income.

Requires all disbursements to comply with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws and regulations.

Requires funds to be used in compliance with stated purposes as evidenced by budget manuals, Agency Requests, Executive Recommendations, Legislative Recommendations, and official Joint Budget Committee minutes.

Declares an emergency effective July 1, 2014, citing constitutional limitations on multi-year appropriations and the essential nature of the appropriations to agency operations.
