Appropriates $2,427,307 to the Arkansas Tobacco Settlement Commission for fiscal year 2014-2015, payable from the Tobacco Settlement Commission Fund.

Establishes three maximum regular employee positions: Tobacco Settlement Commission Director (Grade C124), Grants Coordinator (Grade C119), and Administrative Specialist III (Grade C112), with total regular salaries of $113,589.

Allocates funds for personal services matching ($39,693), operating expenses ($84,025), conference and travel ($3,000), professional fees ($1,000,000), and tobacco settlement grants ($1,187,000).

Requires the Commission to file quarterly progress reports to legislative committees and hire an independent third party to conduct biennial monitoring and evaluation of program expenditures, with reports due by August 1 preceding regular legislative sessions.

Includes provisions prohibiting transfer of appropriations except as specified, limiting positions to tobacco settlement fund availability, and requiring compliance with state purchasing and fiscal control laws; effective July 1, 2014 through June 30, 2015.
