Establishes maximum of 20 regular employees for the Department of Finance and Administration - Alcoholic Beverage Control Enforcement Division for fiscal year 2014-2015, including 1 director, 18 enforcement officers, and 1 administrative specialist.

Appropriates $1,312,439 from the Miscellaneous Agencies Fund Account for state operations, including $840,325 for regular salaries, $318,314 for personal services matching, $151,200 for operating expenses, and $2,600 for capital outlay.

Appropriates $484,754 from federal funds for operating expenses of $100,754, conference and travel of $10,000, and grants and aid for underage drinking combat programs of $374,000.

Requires compliance with State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in disbursement of funds.

Declares emergency clause making the act effective July 1, 2014, stating that Arkansas Constitution prohibits appropriations for more than one year and immediate effectiveness is essential for agency operations.
