Establishes maximum of 31 regular employees for the Arkansas Tobacco Control Board for fiscal year 2014-2015, including 1 director, 1 attorney supervisor, 1 attorney, 2 branch managers, 2 auditor/investigators, 3 FDA senior enforcement agents, 1 budget specialist, 14 enforcement agents, 3 administrative analysts, and 3 administrative specialists.

Appropriates $889,346 from the Miscellaneous Agencies Fund Account for Operations, including $450,914 in regular salaries, $148,178 in personal services matching, and $270,254 in operating expenses.

Appropriates $862,207 from a cash fund for Sales to Minors Enforcement, including $479,180 in regular salaries, $164,220 in personal services matching, and $190,732 in operating expenses.

Appropriates $852,906 from federal funds for the Tobacco Inspection Program, including $332,939 in regular salaries, $121,101 in personal services matching, $17,041 in overtime, and $345,583 in operating expenses.

Appropriates $50,000 from the Cigarette Fire Safety Standard Fund for fire safety and prevention programs, effective July 1, 2014.
