Appropriates $3,582,810 from the State Central Services Fund to the Auditor of State for reimbursement of full-time juvenile probation and intake officers' salaries for fiscal year 2014-2015, in accordance with Arkansas Code 16-13-327 and 16-13-328.

Establishes a maximum of 13 Drug Court Juvenile Probation and Intake Officers at Grade C117 salary level for the Auditor of State for fiscal year 2014-2015.

Appropriates $621,443 from the State Central Services Fund for Drug Court Juvenile Probation and Intake Officers' personal services, comprising $456,579 in regular salaries and $164,864 in personal services matching for fiscal year 2014-2015.

Requires all fund disbursements to comply with state fiscal control laws, including the State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and Regular Salary Procedures and Restrictions Act.

Declares an emergency effective July 1, 2014, based on constitutional restrictions limiting appropriations to one-year periods and the essential need for continuous agency operation.
