Appropriates $20,192,008 from the State Central Services Fund for deputy prosecuting attorneys for fiscal year 2014-2015, comprised of $15,567,141 in regular salaries, $4,620,067 in personal services matching, and $4,800 in special deputy expense allowance.

Establishes maximum employment of 245 deputy prosecuting attorneys across nine position classifications, including 15 part-time attorneys at level III ($79,979), 8 at level II ($66,268), 55 at level I ($55,169), and 87 full-time attorneys at grade C128.

Authorizes elected prosecuting attorneys through the Prosecution Coordination Commission to request special rates of pay for current and new deputy prosecuting attorneys in three career-level classifications (C128, C129, C130) effective July 1, 2014 through June 30, 2015.

Establishes legislative intent to transition deputy prosecuting attorney funding from local to state sources while maintaining system flexibility to meet the needs of individual judicial districts and ensuring quality legal representation throughout the state.

Declares emergency effective date of July 1, 2014 to ensure immediate operation of the agency and prevent irreparable harm to essential governmental programs.
