Appropriates $2,724,778 for the Office of Medicaid Inspector General's personal services and operating expenses for fiscal year 2014-2015, including $1,713,126 for regular salaries and $586,380 for personal services matching.

Authorizes a maximum of 36 regular employees and 2 part-time or temporary employees for the Office of Medicaid Inspector General.

Appropriates an additional $4,000,000 for an Enterprise Fraud Program focused on detecting and preventing fraud, waste, abuse, and improper payments using state-of-the-art technology.

Requires the Enterprise Fraud Program to use competitive bidding for enterprise technology solutions featuring automated detection, continuous monitoring, predictive modeling, and pattern analysis capabilities.

Mandates quarterly reports beginning October 1, 2014 to legislative committees on program establishment, technology procurement progress, and fraud identification metrics beginning July 1, 2015, contingent on receiving 80% federal matching funds.
