Authorizes Representative Baird to introduce legislation revising Arkansas's Revenue Stabilization Law effective July 1, 2014.

Amends the Public Health Fund to include criminal, civil, and administrative penalties collected under the Arkansas Lead-Based Paint-Hazard Act of 2011.

Adds four new special revenue classifications (numbered 248-252) including suspended registration reinstatement fees, franchise authority fees, lead-based paint hazard fees, and voice stress analysis examiner license fees.

Modifies revenue allocations for the Department of Labor Special Fund and Trial Court Administrative Assistant Fund to include newly classified special revenues.

Updates the Arkansas State Police Fund to include voice stress analysis examiner license fees as a revenue source.
