Updates Arkansas Code Title 17 Chapters 39-40 to replace all references to the "Arkansas Board of Private Investigators and Private Security Agencies" with the "Department of Arkansas State Police."

Establishes a new "security guard license" under § 17-40-309(b)(8) to allow school employees to carry concealed handguns for school security and emergency response purposes, with required training in firearms, active shooter response, trauma care, defensive tactics, and weapon retention.

Declares an emergency effective upon Governor approval to enable immediate transition of board duties and powers due to the number of licensees affected by licensing and administrative requirements.
