Beginning in the 2015 plan year, public school employees must work an average of at least 30 hours per week during the annual school year to be eligible for the State and Public School Life and Health Insurance Program.

Public school employees in variable-hour positions are ineligible for the insurance program.

Repeals Arkansas Code § 6-17-1111, which previously allowed eligible employees to include those working 900 or more hours per year regardless of funding source.

Repeals Arkansas Code § 6-17-1116, which previously allowed full-time school bus drivers to participate in the public school employees insurance program.

Section 1 becomes effective immediately upon governor approval, while Sections 2 and 3 are effective January 1, 2015; emergency clause declared due to need for fundamental restructuring of the insurance program.
